This man doesn´t want to be seen as eccentric or an oddity.
In England, being eccentric isn´t necessarily a bad thing indeed it can be a badge of honour.
But the keys to English eccentricity include being "individualistically creative in behaviour" and having a sense of humour. Williams has the unfortunate position of being head of the Anglican community at a time where both are notably lacking (at least in the extreme and vocal minorities(?) of adherents), in his chosen faith and the other major religions.
Yet, while he wants to be seen as not eccentric he uses the word when describing catholic view that the Pope is infallible (If you really want to waste your time with the sophistry used in the dogma see here.)
At some stage, the monotheistic religions will collapse under the weight of their contradictions - provided we can get them out of indoctrinating future generations at an early age.
